Programme offered in this department are National Diploma and Higher National Diploma. This programme can be studied on an open distance and flexible study option which can be studied via our Learning Management System on The Polytechnic Ibadan ODFeL portal. This programme is ideal for everyone including those in employment or with other commitments, providing flexible study options that fit around work or family constraints.

NATIONAL DIPLOMA
Goals:
The National Diploma in Public Administration is designed to produce middle level manpower required for the running of efficient and effective administration in the public service and private sector.

Objectives:
It is expected that a diplomate of this programe should be able to:
    i) Apply the theories and practices of Public Administration.
    ii) Analyze the nature and operations of the machinery of government.
    iii) Analyze the nature and scope of intergovernmental relations.
    iv) Apply the basic principles in the management of public enterprises.
    v) Examine the structure and functions of Local Government
    vi) Identify management problems at the appropriate levels, analyze them and design strategies to solve them.
    vii) Apply the basic principles of financial management.
    viii) Mobilize small communities or group of individuals for the preparation of small development programmes/projects.
    ix) Establish and manage a small scale business effectively and profitably.
    x) Apply the basic principles of law in official relationships and transactions.
    xi) Carry out elementary application of computer in processing data/information.
    xii) Run a small administration/personnel unit in any organization with minimum supervision of superior officers


HIGHER NATIONAL DIPLOMA
Goals:
The Higher National Diploma (HND) programme in Public administration is intended to produce high level manpower capable of assuming leadership roles in Public Administration.

Objectives:
On completion of this programme, the diplomate should be able to carry out the functions specified under the goals and objectives of the ND programme at a higher level of responsibility and with minimal supervision. In addition, he/she should be able to:
    i) Understand the systematic interdependence between administration and socio-economic variables and take part in the efficient and effective management of Public Affairs.
    ii) Identify problems militating against a profitable performance in the management of public sector business.
    iii) Find solutions to the problems of corruption, inefficiency, in effectiveness and all other limitations.
    iv) Know the art of government at local, state and federal levels.
    v) Know local government financial memorandum as well as the financial instructions of State and Federal Governments, and other aspects of public finances.
    vi) Fit appropriately into a chosen career in accordance with the new civil service reforms.
The general entry requirements for the ND & HND progoramme are:

i) Admission into National Diploma (ND) programmes:
1) Candidates must have at least five credits in the WASC, GCE ‘O’ Level or the Senior Secondary Certificate (SSC) at not more than two sitting.

Each candidate must have credits in English Language, Government, Economics or Commerce. Any other two (2) credits from the following: Mathematics, Geography, Financial Accounting/Book Keeping, History, Literature. in English, Yoruba, CRK/IRK, Biology/Agric. Science, At least a Pass in Mathematics.

2) Applications are also invited from suitably qualified candidates who have five O’ Level credits pass in relevant subjects but did not sit for UTME. They are however required to register on the JAMB platform and continue with their application. All applications and submissions should be made on or before the closing date.

ii) Please note that all Higher National Diploma (HND) applicants must possess all the listed O' Level requirements under ND, alongside SIWES Completion Letter and National Diploma Certificate in Public Administration or Local Government Studies at Lower Credit or above from recognized accredited Polytechnic plus 1-year Post-ND Industrial Attachment or in exceptional cases, candidates with a Pass and 2 years Industrial Attachment may be considered.
TThe programme will be for 4 Semesters that will be done within 2 years (minimum) & maximum of 4 years . Institutions will award the Diploma certificates to candidates who successfully completed the programme after passing prescribed coursework, examination, projects and the supervised industrial work experience. Such candidates should have completed between 80 - 96 semester credit units as prescribed in the programme.

Diplomas shall be classified as follows:
  • Distinction – GPA of 3.50 and above
  • Upper Credit – GPA of 3.00 – 3.49
  • Lower Credit – GPA of 2.50 – 2.99
  • Pass – GPA of 2.00 – 2.49
  • Fail – GPA of below 2.00

It should be emphasized that the National Diploma (ND) programme is terminal and candidates graduating from the programme should be able to perform at that level. Each Diploma programme is expected to run for 4 semesters of 17 weeks each. For the first two years, a candidate must take at least six courses per semester (Minimum of 18 credit units while the maximum varies between 24 and 30). While for the remaining two years candidates can take minimum 0 credit unit and maximum of 12 credit units per semester.

The Higher National Diploma (HND) programme is expected to run for 4 semesters of 17 weeks each, For the first two years, a candidate must take at least six courses per semester (Minimum of 18 credit units while the maximum varies between 24 and 30). While for the remaining two years candidates can take minimum 0 credit unit and maximum of 12 credit units per semester.
The curriculum is structured in four semesters of online Lectures Attendance, Assignments, group work via our Learning Management System on Poly Ibadan ODFeL portal or ony other available means of communication. Each semester of institutional based activities shall be for a duration of 17 weeks distributed as follows: 2 week of registration, 13 contact weeks of teaching; i.e. virtual lectures, practical exercises, seminar presentation, tests etc., and 2 weeks to be devoted for examination and 2 weeks for marking.

The curriculum of the diploma programme consists of four main components viz:
  • i) General Studies courses
  • ii) Foundation course
  • iii) Professional course
  • iv) Supervised Industrial Work Experience Scheme (SIWES).

A. The General Education component includes courses in Social Sciences Studies/Mathematics/ English Language /Communication, Citizenship. Entrepreneurship.
B. Foundation Courses include Economics, Quantitative Techniques, Statistics, and Law etc.
C. Professional Courses are specialized core courses which give the student the theory and practical skills he needs to practice in his field of specialization at the technician/technological level.
D. Final year (ND & HND) students in this programme are expected to carry out individual project work (not term paper). This should be produced and bounded by the student. Projects supervisors will be assigned to each students.
